About Access to Recovery

  • If you or someone you care about has a problem with drugs or alcohol, help is available. This website describes a new program, Access to Recovery - Idaho (ATR-I). ATR-I adds new dimensions in treatment and recovery services for Idahoans struggling with substance abuse or addiction

  • ATR-I is Idaho's version of the Access to Recovery (ATR) plan introduced by President Bush in his 2003 State of the Union message. The heart of the ATR initiative is to "provide people seeking drug and alcohol treatment with vouchers to pay for a range of community-based services."

  • ATR-I recognizes that no single approach to treatment is appropriate for every individual. If you qualify for ATR-I assistance, you will receive vouchers to get help from a treatment provider or recovery service that you choose from a list of approved providers and services. This helps you get services that best suit your needs. Generally, you will be able to choose traditional treatment programs or state-approved programs provided by a church or other faith organization as well as various community groups.

  • Access to Recovery - Idaho is built on three principles:
    •  Consumer Choice. People in need of addiction treatment and recovery support can choose the programs and providers that can help them the most.
    • Outcome Oriented. Success is measured by outcomes such as abstinence from drugs and alcohol, attainment of employment or enrollment in school, no involvement with the criminal justice system, stable housing, social support, and staying in treatment or recovery.
    • Increased Capacity. The initial phase of Access to Recovery will provide treatment and recovery services for more people. In addition, services will be offered that have not previously been available in Idaho.
